传统医药人才交流与能力提升项目
Talent Exchange and Capability Enhancement Programs in Traditional Medicine
一、项目目标
为增进中国与世界各国传统医药交流合作，中国政府设立传统医药人才交流与能力提升项目，主要面向国外传统医药从业人员、管理人员及从事西医临床工作、有志于学习研究中医药的人员，计划近3年培养培训1300余人。
二、项目内容
依托中国国家留学基金委奖学金项目、中国国家中医药管理局相关国际合作项目，资助相关人员进行时长不等的教育培训。
（一）中医药学历教育项目
1.项目简介：由国家留学基金委“丝绸之路”中国政府奖学金项目支持实施，该项目是为落实《推动共建丝绸之路经济带和21世纪海上丝绸之路的愿景与行动》有关倡议以及《推进共建“一带一路”教育行动》相关要求设立，旨在为共建“一带一路”国家培养行业领军人才和优秀技能人才。
2.培训对象：共建“一带一路”国家及纳入该项目的其他相关国家有意接受中医药学历教育的留学生。
3.培训内容：中医药类专业本科、硕士、博士学历教育。
4.资助人数：每年计划招录60人。
5.申报方式：根据中国国家留学基金委批复情况，由具有中国政府奖学金申报资质的中医药院校组织开展，每年由相关中医药院校公布招生简章，明确具体项目申报方式及基本条件要求，详情可登录中国中医科学院网站（https://www.cacms.ac.cn/）、国家留学网（https://www.csc.edu.cn/）及相关院校网站了解相关信息。
（二）中医药培训项目
1.项目简介：由国家中医药管理局国际合作项目支持实施，依托国内高水平中医药院校、医疗机构、科研机构等，面向国外相关人员开展中医药相关领域的短中长期培训。
2.培训对象：国外传统医药从业人员、管理人员及从事西医临床工作、有志于学习研究中医药的人员。
3.培训内容：短期培训以中医药适宜技术、中医药临床技能等内容为主，培训时间2-4周。中长期培训以中医药基本理论与临床技能为主，培训时间3-6个月。
4.资助人数：短期培训每年计划招录300人，中长期培训每年计划招录100人。项目资助培训期间的学费、住宿费、生活费、综合医疗保险等。
5.申报方式：国家中医管理药局印发项目实施方案，组织申报、遴选。详情可登录中国中医科学院网站（https://www.cacms.ac.cn/）及时了解相关信息。
三、结业管理
中医药学历教育项目，由学员所在院校按照相关规定颁发相应的学历、学位证书。中医药培训项目，学员按计划完成培训课程并经考核合格后，由项目承担单位颁发培训结业证书。
Objective
To strengthen the international cooperation and exchange in the field of traditional medicine, Chinese government sets up Talent Exchange and Capability Enhancement Programs in Traditional Medicine for overseas traditional medicine practitioners, officials, medical doctors and personnel who are interested in studying TCM. These programs aim to train over 1,300 personnel over the next three years.
Content
Through CSC (China Scholarship Council) scholarship and international cooperation programs by the National Administration of Traditional Chinese Medicine, the above-mentioned programs offer short, medium or long-term education courses.
1. TCM Degree education programs
About the programs: To implement the initiatives in Vision and Actions on Jointly Building Silk Road Economic Belt and 21st-Century Maritime Silk Road and Education Actions on Jointly Building the Belt and Road, these programs aim to train leading professionals and highly skilled talents for Belt and Road countries.
Participants: Students from countries jointly building the Belt and Road and countries included in the initiative who are willing to pursue TCM degree education.
Content: Undergraduate, master's and doctoral programs in TCM.
Number of participants: 60 students per year.
Application: The CSC qualified TCM universities will release information regarding the application requirements. More detailed information can be found at the websites of qualified universities, the website of China Academy of Chinese Medical Sciences https://www.cacms.ac.cn/ or CSC website https://www.csc.edu.cn/.
2.TCM training programs
About the programs: Financially supported by international cooperation projects of the National Administration of Traditional Chinese Medicine, these short, medium or long-term training programs will be organized by top TCM universities, medical institutions or research institutes.
Participants: Overseas traditional medicine professionals, officials or medical doctors who are interested in learning TCM.
Content: TCM therapies or clinical skills for short-term courses (2-4 weeks); and TCM fundamental theories and clinical skills for medium or long term courses (3-6 months).
Numbers: 300 personnel every year for short-term courses; and 100 personnel every year for the medium or long term courses. The financial support will cover tuition fees, accommodation fees, living allowance, and comprehensive medical insurance expenses.
Application: Applicants will get information from qualified universities or find more information at https://www.cacms.ac.cn/.
Certificate
For degree programs, the degree and graduation certificate will be awarded by respective universities or colleges. For non-degree training courses, a certificate of completion will be awarded to participants who complete the training courses and pass all the required examinations.
